Steps to Quality is part of a larger statewide initiative known as Quality Counts CA.  Steps to Quality provides information and resources for educators, families, and the community to ensure the highest quality of education and to promote our future generation’s success.
 
Steps to Quality is led by a consortium committed to enhancing and sustaining a quality early learning and care system for the County. This is done by elevating the quality of programs through coaching, training, technical assistance, and financial incentives.
 
Steps to Quality follows a strength-based approach and aligns with California’s Comprehensive Quality Rating Improvement System Framework and Quality Counts California ensuring positive outcomes for the state’s infants, toddlers, and preschoolers through high quality early learning experiences.
 
Steps to Quality is funded by the California Department of Education, California Department of Social Services, and First 5 California.

What is Steps to Quality?

Steps to Quality provides tools, resources, and support to help early learning programs make a lifelong difference for children. Participants receive:

 

  • Information & Resources – Guidance to support best practices.

  • Coaching & Technical Assistance – One-on-one support from Early Learning Specialists.

  • Professional Development – Workshops, trainings, and learning opportunities.

 

Child care centers, family child care homes, and family, friend, and neighbor caregivers are all encouraged to participate.

  • Programs serving children birth to age five, including:
  • Early Head Start & Head Start Programs
  • Family Child Care Homes
  • Familiar Family Places (home visiting programs, family service programs, libraries)
  • Family, Friend & Neighbor Providers
  • Infant/Toddler Programs
  • Private Center-Based Programs
  • State-Funded Part-Day or Full-Day Programs
